The AMD RX 5700 XT was originally stated (by AMD) to have no powerplay table modding, but turns out that it works after all. We installed a +90% registry hack, then hacked an Arctic Cooling Hybrid III 140 CLC onto it. Overclocking the 5700 XT with powerplay tables got us to around RTX 2070 Super performance regularly, sometimes nearing RTX 2070 Super overclock performance.
